TallyGuard
TallyGuard is proof-before-payment accounts payable for Arc. The Python package tallyguard-arc (src/tallyguard/) binds invoice, purchase-order and delivery evidence to each payment request through evidence.py (EvidencePackage, DuplicateRegistry) and runs it through the deterministic PolicyEngine in policy.py, which checks duplicates and near-duplicate fields, vendor and payout identity, cumulative PO and delivery caps, a wallet-change cooldown and a kill switch before any USDC moves. agent.py adds an optional OpenAICompatibleEvidenceAnalyst whose PAY/SCHEDULE/HOLD/REJECT/ESCALATE recommendation is stored beside the policy result, with DeterministicEvidenceAnalyst as the default. Settlement goes through Circle Developer-Controlled Wallets in circle_arc.py and settlement.py (PaymentIntent, idempotent SettlementAttempt, reconciliation against Arc receipts), and persistence.py keeps immutable correction and resubmission workflows. The Flask API in api.py exposes policies, vendors, treasury snapshots, approvals and decision replay to the React/TypeScript console in web/, and packet_verify.py checks the exported audit packet.
