Steward is a payables agent for small businesses paying suppliers in USDC on Arc. The deterministic rules engine in lib/engine.ts evaluates every open invoice against the approved vendor list, purchase order, delivery acceptance, duplicate detection, due date, per-payment and per-run caps and an operating cash reserve, and returns one of four decisions with reasons attached: pay, hold, escalate or block. Approved payments go through Circle developer-controlled wallets via the raw REST client in lib/circle.ts, which stores a payment intent under a stable idempotency key before calling Circle, polls transaction state, and marks an invoice paid only when the COMPLETE transaction matches wallet, network, recipient, amount, token and reference. An optional OpenAI-compatible review step (lib/planner.ts) can downgrade a pay to hold or escalate, and its response schema has no amount or address fields. Every decision and payment step is written to a hash-chained journal (lib/audit.ts) that exports and verifies, and lib/receivables.ts tracks client invoices owed to the business. The app runs on Cloudflare Workers with D1 and Drizzle and ships 79 tests in tests/.
