ResolveSignal is a fail-closed, pay-per-call decision pipeline for autonomous agents on Arc. A caller submits a typed success-contract (objective, evidence, authority, constraints, capabilities, response cases, measurable criteria); before any charge, trusted Python code validates and canonicalizes the request, rejects missing/blank/stale/future evidence, computes an input commitment, and filters impossible candidate actions. Only an admitted request receives an x402 exact quote bound to one payer, one request, and one deterministic Arc vault (src/ExactPaymentVault.sol, src/ExactEscrowFactory.sol). After verified payment the model returns a typed DecisionIR that trusted code re-validates against the action and evidence references, binds accepted claims to exact source hashes, and renders one conditional next action through deterministic templates — model prose is never executable. Failed quality, processing, or delivery withholds the draft and routes to refund; success releases the exact fee. Idempotency keys, per-order isolation, bounded concurrency, and terminal context erasure protect concurrent callers, and the escrow ships with invariant and remediation test suites.
