Quiver is a per-second x402 settlement rail on Arc built with Next.js. Archer, the seller agent, serves strategy signals behind x402 endpoints with dynamic compute- and confidence-pegged pricing (lib/archer/strategy.ts, lib/archer/pricing.ts). Scout, the buyer agent in agent.mts, evaluates each quoted price against its USDC budget and buys or declines with a logged reason (lib/scout/decision.ts). Streaming composes many small EIP-3009 authorizations that Circle Gateway batches for settlement, driven by a per-tick loop in stream.mts and lib/scout/stream.ts. Payments and stream ticks persist to Supabase payment_events and stream_events tables feeding a dashboard live meter, and an Owncast sidecar (scripts/owncast-sidecar.mts) ties creator-stream ticks to chat presence.
