Quaestor Operator is a growth agent on Arc that pays people for posts, videos, articles and merged pull requests from a governed USDC budget. contracts/QuaestorPayouts.sol holds the money: openDeal escrows each deal under caps per deal, per epoch and for new payees, release needs a single-use proof hash and commits a decision hash, releaseCrossChain pays through CCTP v2 depositForBurnWithHook to a route the payee signed with setRoute (EIP-712 or ERC-1271), expire returns lapsed deals to the budget, the operator can never be the payee, and createGovernor clones one governor per project; 26 contract tests and 35 operator tests back it. operator/verify.ts turns X, GitHub, YouTube and article links into checked facts (author, publish date, merged PR, deal code, #ad up front) before operator/decide.ts asks Claude or Kimi, under the same zod schemas, for offer, reject, waitlist or ask_owner with the rate clamped to the owner's band. operator/agent.ts runs a 60-second tick that screens, escrows, judges, pays, lapses and briefs, and operator/circle.ts drives Circle developer-controlled wallets over plain REST as the signer.
