Pulse Operator is a Go treasury agent that buys real services in USDC on Arc. contracts/src/PolicyVault.sol holds the funds and enforces policy on every pay(category, payee, amount, decisionHash): per-category budgets per epoch, per-transaction caps, a payee allowlist, escalate/approve/reject requests for over-limit spend and a decisionHash on every event, backed by 33 Foundry tests plus an invariant suite. operator/business/bill_run.go AdvanceBill() computes a rules decision first (allowlist, caps, budget, cooldown, reserve floor) and merges an optional strict-JSON planner action from operator/planner/gateway.go that fails closed on invalid output. Executors in operator/treasury/ sign with a raw key, Circle Developer-Controlled Wallets (circle_wallets.go) or the Circle Agent Wallet CLI (circle_agent.go), and circle_gateway.go verifies Circle notification signatures. The procurement path (operator/procurement/x402.go, cctp.go, porkbun_pay.go) bridges vault USDC from Arc to Base over CCTP V2 and pays an x402 v2 merchant with exact or auth-capture schemes.
