Mercenta is policy-gated checkout infrastructure for autonomous agent commerce on Arc, built on the principle that a model proposes a purchase but never authorises it. Its standalone MIT toolkit mercenta-primitives ships a deterministic five-step PolicyEngine.sol (and a TypeScript SDK) that enforces hard gates — available-spend caps, a liquidity-reserve floor, a gross-margin minimum, catalog verification, and auto-approval limits with human-in-the-loop escalation — before any spend. On-chain, MercentaCheckout.sol is the checkout router with atomic 6-decimal USDC fee splitting, circuit breakers, and single append-only receipts, while a non-custodial AgentTreasuryVault.sol bounds agent spending with daily caps, per-order ceilings, and emergency halts. It integrates Circle's agent stack (x402 nanopayment batching over Gateway, MPC agent wallets) so autonomous purchases settle in USDC with on-chain finality.
