iPay pays contractors when the work is done. Each business gets a Circle developer-controlled wallet on Arc at signup (createWalletSet/createWallets in server.js; create-mainnet-wallet.js provisions on blockchain ARC),. Contractors deliver through a private milestone link, and lib/agent.js asks Claude (zodOutputFormat) or OpenAI (responses.parse) for a structured pay, hold or request_changes decision plus a treasury move, treating delivery text as untrusted; a deterministic rulesDecision fallback runs when no model key is set. runAgent in server.js enforces the auto-pay limit and per-transaction and daily caps and writes a reason on every milestone. Before USDC moves, lib/complir.js fetches a CompliR attestation, verifies its EIP-712 signature with viem verifyTypedData, and maps the tier to pay, hold or block. Settlement uses Circle App Kit (lib/live-payments.js) with hash recovery and auto-reconcile, idle balance moves into a Circle Earn vault through EarnKit (lib/earn-position.js), and lib/rpc-alias.js reroutes the retired rpc.testnet.arc.network host.
