CompliR is a counterparty-risk layer for money moving on Arc. One call returns a graded verdict, a limit, reason codes and an EIP-712 signature. Scoring in src/lib/scoring is deterministic over OpenSanctions, the USDC blacklist, a two-hop funder trace and ERC-8004 reputation (src/lib/erc8004); src/lib/analyst/guards.ts clamps the LLM analyst's limits to TIER_LIMIT_BANDS. Verdicts are attested on-chain: contracts/src/AttestationRegistry.sol exposes isAllowed(subject, maxTier) and attestBatch, and contracts/src/examples/GuardedTreasuryV2.sol shows releaseWithProof, where payouts must carry their verdict's decision hash. Both are verified on Arc mainnet (chain 5042): AttestationRegistry at 0xA82EDb5e111c31C63E06EF0007f2fa1a9e7EB30d and GuardedTreasuryV2 at 0x3B13186a1E4b1108eA5CB2f8853D84A2aeD71Cc5. Paid screens settle via an x402 v2 server for Circle's facilitator (src/lib/pay), and @complir/sdk and @complir/mcp expose verdicts to backends and agent tools. src/lib/operator/decide.ts runs an operator loop over code-enumerated treasury actions.
