CitePay Markets is a policy and payment layer for autonomous AI citations on Arc Testnet. Agents pay content creators in USDC over x402 and Circle Gateway, with wallet integration in src/lib/circle-dcw.ts built on @circle-fin/developer-controlled-wallets. Every payable decision passes through the deterministic gate in src/lib/policy.ts, which enforces max price, relevance thresholds, creator bonds, and session budgets; a Claude model scores semantic relevance in an advisory role while payment amounts are derived entirely in code. Policy Receipts are tamper-evident SHA-256 preimages anchored on-chain through src/lib/anchor.ts and the contracts CitePayMarket.sol, CitationMandate.sol, and CreatorBond.sol. The repo also ships an MCP server in citepay-mcp plus Node, Python, and MCP agent clients under examples/.
