CitePay Agent:No Pay, No Cite

CitePay enforces a simple rule: no pay, no cite. The agent in agent-v3.mjs scores candidate sources by Jaccard term overlap between the research query and each source, checks every price against a fixed budget, and rejects anything over budget or with a weaker relevance-to-price ratio. The winning source is paid through Circle Gateway x402 on Arc Testnet using GatewayClient from @circle-fin/x402-batching, unlocking content served by seller-v2.mjs, and only the paid source appears in the final citation. End-to-end runs are driven by harness-v3.mjs, with payment receipts and boundary checks collected under evidence/ and a proof viewer in web/. DEMO-SCRIPT.md and TEST-EVIDENCE.md document the full flow.
