CeedeBooks is an autonomous accounts-payable agent for SMEs on Arc that puts spending authority in a smart contract rather than the model's prompt. The core is contracts/BudgetEnforcer.sol, which custodies USDC and enforces a commit-then-pay discipline: the agent must call commitDecision(hash) in an earlier block than pay(), and the commitment is bound to the exact vendor, amount, invoice, document, category and reasoning hash, so "reasoned before paid" is provable from block order. Payments only reach an approver-registered vendor, and a canonical invoiceKey = keccak256(vendor, invoiceNumber) blocks paying the same invoice twice. Limits are fail-closed per-transaction, per-day and per-category-per-day, with an unset category pinned to zero. A parked payment escalates to an approver who alone can approve or reject it, exactly once, alongside pause, approver-only withdraw and two-step approver rotation. Off-chain, agent/payables.py runs a three-way invoice/PO/receipt match and backend/main.py exposes /decisions/{hash}/verify to recompute a decision's hash from its stored record.
