Bursar lets a business give an AI agent spending power over USDC on Arc without having to trust it, because the rules live in a contract, not in the prompt. BursarFactory deploys a BursarVault in a single transaction, and the vault enforces a per-payment cap, a cash floor the balance cannot drop below, and an approved-supplier allow-list on-chain — so even a wrong or manipulated agent cannot overspend, drain the reserve, or pay an unapproved payee. BursarSavingsFactory and BursarSavings add a savings/yield side for idle funds. The agent app (app/src) signs through an env-injected key or keystore and never holds the policy itself, and the reusable core is published as the standalone bursar-vault for other builders to fork. BursarFactory (0x1d87…5709) and BursarSavingsFactory (0xe739…CB1c) are deployed and verified on Arc mainnet.
