Arc Payables
Arc Payables pays supplier invoices and keeps the books matched to the chain. It reads ERPNext purchase invoices (src/arc_payables/frappe_adapter.py), runs policy.py DeterministicPolicy over PO, receipt, supplier and wallet-verified matching, duplicates, screening.py and a treasury reserve, and signs an EIP-712 permit bound to an evidence hash. src/PaymentGuard.sol executes exactly one policy-signed USDC payment per permit with per-payment, per-epoch and per-recipient caps fixed at deployment and a pauser that cannot move funds, covered by PaymentGuard.invariant.t.sol; src/AuditAnchor.sol anchors the head of the hash-chained audit log on Arc. circle_adapter.py drives a Circle developer-controlled SCA wallet and reads the chain before it believes a payment settled; reconcile.py writes a Payment Entry and a fee Journal Entry back to ERPNext without double-booking. The DualProcessDecisionAgent planner in deliberation.py is consulted only for judgement codes and never overrides policy. A pkcs11_signer.py HSM path, an operator console and 862 test functions round it out; a guard is live on Arc testnet at 0xbe0477081f90e68b6699a585d5d31ad93d96f318.

Accounts payable on Arc: an agent that recommends payments it cannot authorize, under a budget enforced by a contract it cannot argue with.
