ARC CIRCLE is a forkable Next.js dual-agent suite: NEXUS for token trading and PRISM for macro. It integrates Birdeye (security, holders, snipers) and DexScreener intel, OpenAI and Anthropic verdicts with a heuristic-rule fallback, a NEXUS reasoningFactors module, Arc-testnet transactions via wagmi/viem, and Circle sandbox wallet provisioning. The payArcFee/anchorDecisionPayload path provides an on-chain decision anchor that carries keccak'd decision data in calldata, settling Arc USDC fees before agent runs and publishing explainable on-chain decisions.
