AgentVault adds a decision layer to Circle wallets. packages/agent-core/src/agent.ts runs a ReAct loop over OpenAI tool calls defined in tools.ts (get_balance, forecast_cashflow, create_invoice, send_usdc, record_decision), and guardrails.ts (checkGuardrails, getRequiredReserveBalance) enforces a reserve floor, daily spend caps and an approval threshold before any execution. circle-service.ts wraps @circle-fin/developer-controlled-wallets for createTransaction, token balances and contract execution, and reads unified balances through Circle Gateway with getUnifiedGatewayBalance. Every decision and outcome is appended to a signed, hash-linked ledger in ledger.ts (appendDecision, appendDecisionOutcome, appendVerifiedTransaction) recording balances observed, reasoning, rule applied, action and transaction hash. The Hono API in apps/api/src exposes /api/agent/evaluate, /api/chat, approvals and onboarding, while the Next.js dashboard in apps/web has treasury, forecast, approvals and ledger pages, plus a separate demo mode in demo.ts.
